Savaritania

Savaritania is a medium country in central Feryngia. Savaritania is its name to outsiders, officially it is entitled the Immortal Savlan Empire.

Region: Koran Basin, or insofar as one exists the Savari-Peruvian Heartland.
Emblem: A black dragon rampant and breathing flame on a green field.
Capital: Savaritan, an ancient, fortified city on the banks of the River Kora where one of its tributaries floes in. At at least 100,000 people it is the second or third largest city in Feryngia.
Largest City: Savaritan.
Other Notable Cities: Suearvrae and Aleandra are the largest, but there are more because the land is fertile and prosperous.
Demonym: Savaritanian
Currency: Daelhien. Neither the Peruvian Paraku nor the Frysolythian Glyr are accepted and carrying them or trying to use them is often considered a minor crime. Those mighty nations in turn refuse the Daelhien.
Government: Centralized monarchy under the Glaenroong (Great, Almighty Dragon Emperor). Savaritania traces its roots to the ancient Savlan Empire which was one of the most absolute regimes of all time. The modern Glaenroong may be a bit weaker than his ancient cousins, but still holds tremendous power, in part because the Glaenroong is often considered a sacred as well as a political office and so is not to be questioned. The only possible counterbalance to the ruler are the knights. Knighthood is a central institution in Savaritania for both civilian and military life and much of the countryside and the armed forces and governance of the cities are divided up among knights who if they act together can sometimes oppose an imperial decision. The current ruler is Glaenroong Laetnio the Awesome of Savaritania, who at the age of only 10 has been given nearly total control of the country.
Population: Roughly 30,000,000. At least half are serfs in the countryside without even the right to keep any of their crop without the local Cariania’s permission. A large number of the inhabitants of the cities are also slaves.
Area: Roughly 320,000 square miles.
Geographical Features: The country lies wholly within the verdant and fertile Koran Basin. It is nearly bisected by this massive river and also striped with many others and receives a good deal of rainfall as well. There is enough water in many places to grow rice rather than wheat or other grains, supporting a large population. It is often called the ‘Land Between the Mountains’ because it borders many ranges like the Serpenvir Mountains and the Kitatani as well as the Peruvian Hills but does not own much land in any of them. Savaritania borders the massive Lake Kora and often seeks to dominate it entirely, but has never succeeded.
Borders: A long, heavily fortified border with hated Peruvia in the Peruvian hills and also across part of the harder to defend delta of the River Kora. The countries are now at peace, but Savaritania still claims that the Peruvians are their slaves after all these centuries and are really just between wars at this point.
There is also a small border with Serpenvir to the south, but the two countries pay little attention to one another. The somewhat larger, nearby border with Varibaldir is somewhat more of a concern, but since much of that country is a desert the dreams of conquest only really go one way.
The seemingly very small eastern border with the Frysolythian Empire is one of the most militarized in the world with both keeping at least a quarter of their armed forces in that small area.
Were they not so busy with keeping the Peruvian and Frysolythian threats in check, the Savaritanians would doubtless try to invade the Koran Free Cities. As it is, both keep a tight watch on that longish border.
The region of Lake Kora is a tinderbox with 3 powers vying for control of the lake itself and a vast number of soldiers stationed there.
Military: To fuel its dreams of world conquest as well as defend itself against powerful enemies here and now, Savaritania keeps a very large standing, elite, professional army called ‘The Immortals.’ Their numbers are currently set at 20,000 with 1,000 additional knights each commanding 20 soldiers, just larger than Peruvia’s army. They are a well-integrated infantry force of many sorts of soldiers as well as magic users who work together with great skill.
Additionally a great many slaves have been taught rudimentary combat skills and can be drafted to serve as cannon fodder when need be.
There is also compulsory military service for all citizens, providing about 750,000 much less skilled soldiers at most times. The draft process is now quite corrupt though and many people simply buy their way out of it.
Perhaps most feared though not as genuinely dangerous as the Immortals are the Black Dragons, the imperial wyvern riders. Famous for their creed “No retreat, no defeat, no survivors,” they wrought destruction and terror across much of Feryngia at the height of the old empire. They were in fact to a great extent the means by which the Savlan Emperors exerted control over the empire. However, when the Frysolythians at last overran the Savlan Empire at the end of the Greater War of the Dragons, they killed all members of the Black Dragons they could find and took all wyverns back to Frysolythia. The new Black Dragons are much weakened and still trying to breed a large enough population of wyverns to provide mounts for all the men who want to join.
The Immortals can go toe to toe with any fighting force in the world except the Knights of the Rising Sun, but the rest of the armed forces are now somewhat disorganized and suffer from poor morale and an unclear chain of command. While Savaritania is far from a paper tiger, their military is simply inferior pound for pound to Peruvia’s and outnumbered by Frysolythia’s.
Many former squads of the Immortals retire to become small mercenary groups in other lands. Many members of the disorganized and disloyal Black Dragons are also hired on by other countries, sometimes even while still claiming to be members of the Savaritanian military.
History: Savaritania emerged from the ruins of the Savlan Empire as the Frysolythian Empire retreated from parts of the Koran Basin. Since ancient times, this had been a center of world trade and farming and had produced many prosperous cities. Savlan was destined to go on to create one of the largest and most powerful empires the world had ever seen, but behind them all the way was the nearby city of Savaritan.
Shortly after the Frysolythians at last conquered all of the old Savlan Empire, another heir to the throne was found (or perhaps just proclaimed) and armed resistance began. When the Frysolythians at last began to retreat from the area in 2A 2231, Glaenroong Iaeth the Bold of Savaritania was proclaimed. His title is actually incorrect however, he in fact ruled from Savlan and some say this new state (unlike the current one) could truly have been said to be a continuation of that old empire.
In the shortly ensuing Wars of the Mad Empire, the new Glaenroong tried to reconquer Peruvia and drive the Frysolythians wholly from the the valley. He failed, and in 2A 2275 the Peruvians were able to strike back. They took Savlan, killed every single member of the military and the royal family, drove out all the other citizens, burned it to the ground, destroyed all the remaining buildings, dumped everything that was left into the ocean, filled in the holes where buildings used to be, and planted a forest over the top. This stunning act of vengeance was a long time coming and by some definitions is the true end of the Savlan Empire. A new heir was declared in Savaritan and crowned the Glaenroong, but the old capital was gone and his ties to the old blood were tenuous at best. Though the new state was named the “Immortal Savlan Empire,” most say that tyranny was gone at last.
For several centuries the Savaritanians and Frysolythians fought a series of vaguely and fuzzily defined wars often just called the New War of the Dragons for convenience. They gradually struggled back and forth for control of the valley, with the Savaritanians slowly developing the upper hand until the Frysolythian Empire made a series of much needed reforms in the 2A 2690s under Emperor Rythlan the Restorer and took most of it back for 50 years.
At long last though the tug of war seemed about to end when Satran Pirhan the Great of Peruvia intervened with clever statecraft in 2A 2758 to create the Koran Free Cities out of land the Frysolythian Empire was retreating from before the Savaritanians could take it. The addition of another power jealously guarding its independence and the threat of Peruvian intervention against the Savaritanians if they ever looked like they might win finally brought about a sort of peace in the valley, not that skirmishes didn’t still happen frequently.
To upset the balance of power in their favor the Savaritanians attacked the Peruvians in the First Peruvian-Savaritanian War by 2A 2816 as the War of the Uncles weakened the Frysolythians but were unsuccessful once again.
Hoping the enemy had lost interest in defending the distant Free Cities, the Savaritanians launched a concerted effort against them again in the Reconquest of the late 2A 2800s. Though they made some initial gains, the Frysolythian Empire took the opportunity to suddenly attack and once again claim a sizable foothold in the Koran Basin, while Peruvia also launched an invasion. The Savaritanians eventually sued for peace with Frysolythia and the Koran Free Cities who were both exhausted by the war and instead attacked the Peruvians who were doing surprisingly poorly. The Reconquest thus led directly into the Second Peruvian-Savaritanian War which lasted less than a decade. With the Knights of the Rising Sun beating a larger force of the Immortals after much struggle to contain them, the war turned decidedly in Peruvia’s favor. They did not try to occupy Savaritania, but did force it to disarm and dismantled most of their border defenses. The Savaritanians have spent many years trying to recover from this grave defeat and have at least avoided again being conquered, but have not been able to attack anyone else again to the relief of the wider world.
Although it has only over brought them death and failure, the vainglorious and cruel Glaenroongs still plot and scheme to someday conquer all Fernygia and bring all its people under their heel.
